Suppliers differ from regular employees at licensed nuclear sites, as they predominantly carry out approved work via contracted companies or organisations. It is essential that suppliers follow the security plan of the site in question; and that the site maintains strict oversight of their movements and communications, increasing engagement and assurance controls where necessary.
Having different suppliers entering and working at the nuclear facility can result in lax security procedures and weak access points, including ‘back doors’. For example, certain malicious parties may wish to substitute counterfeit, fraudulent or suspect items for genuine items or services for commercial gain; or they could attempt to alter operational technology or information technology to allow subsequent easy access.
The facility’s preventative measures should include formal procedures and rules to determine qualification requirements and verification (e.g. education, experience, additional training), performance assessment, and supervision (e.g. inspections, audits, and performance evaluations). A graded approach should be taken, since some activities might affect site security more than others.
