Adherence to procedures is a key characteristic of an effective nuclear security culture – forming part of the IAEA’s model of nuclear security culture, which is derived from Edgar Schein’s work on organisational culture. There may be times when unforeseen events challenge existing procedures. Existing security procedures may also be burdensome on specific staff trying to do their jobs. In these cases, procedures and processes may have to be revisited to ensure unforeseen circumstances are accounted for – and the most effective trade-offs between security and organisational efficiency are found.
There should be processes and avenues in place to enable staff to raise concerns regarding procedures within existing management structures. However, on a day-to-day basis and in a healthy organisation, security procedures should always be followed.
Managers can encourage personnel to report any event that could affect nuclear security and liaise with security staff. Indeed, if staff do not report concerns, management will find it more difficult to fix any potential issues and these might escalate.
